Background:
India is the world's second largest producer, consumer, and importer of coal, which accounts for about 50% of the primary energy demand. With the present trend of the energy sector, it is likely that coal demand may peak after 2035 and subsequently coal demand may undergo gradual tapering with the rise of renewable sources. However, the Ministry of Coal has already identified 147 abandoned or discontinued mines for closure and repurposing as part of its evolving mine closure strategy. These coal mines would close soon due to exhaustion of reserves, adverse geo-mining conditions, safety problems and viability issues. Further, in some of the coal regions, there are legacy mine sites/ closed mine sites requiring repurpose. The Government of India sees wide scope of repurposing in such mine sites accompanied by social dialogue and stakeholder engagement for taking transformational measures.
The proposed ToRs focuses on the Industrial, Manufacturing and Infrastructure as sectoral priority area, with the objective of expanding employment opportunities in manufacturing, construction and industrial sectors that demonstrate high workforce absorption potential.
The project is expected to be implemented across three mine locations, with the exact sites to be finalised in consultation with the Ministry of Coal, Government of India. West Bengal, Jharkhand, and Maharashtra are currently under consideration as the likely project locations.
Objective of the Assignment
This Terms of Reference (ToR) seeks to engage an agency responsible for the end-to-end implementation of the programme for 3, 600 youth, including 11, 00 women in manufacturing, construction and industrial economy.
